France China Climate Initiative
Launched in 2023 under the aegis of the France China Foundation (FCF), with financial support from the European Climate Foundation, the France China Climate Initiative (FCCI) works to strengthen dialogue and cooperation on the climate transition between France / Europe and China.
Its activities span two complementary dimensions: political dialogue, through the annual France-China Track 2 Dialogue, and sectoral cooperation, through research and policy recommendations, as well as the development of concrete projects bringing together French and Chinese experts.
Ongoing Work
GHG emissions measurement
Reliable greenhouse-gas measurement and data are essential not only for tracking climate action, but also for informing finance, trade and investment. Although the UNFCCC framework establishes common reporting principles, countries retain a substantial latitude in the design and operation of their GHG monitoring, reporting and verification (MRV) and accounting systems. The France China Climate Initiative initiated a cooperation between Citepa, France’s independent technical organisation for air-emission inventories and climate-policy support, and China’s National Institute of Metrology, in charge of improving China’s direct GHG measurement. This led to the signature in December 2024 by Citepa, NIM and FCF/FCCI of a Letter of Intent, for a France China Collaboration on Greenhouse Gas Emissions and Data. This cooperation is also the opportunity for both countries to exchange more broadly on their use of metrology to strengthen carbon data, and the related policy and standard frameworks. A first Citepa-NIM project is currently being developed to compare measurement approaches and techniques for methane emissions over landfills in China and in France.
